TEPCO has laid their cards on the table for the next play; they want power back to No. 2 plant as soon as possible. Apparently they've been working overnight (local) to get a 66KV line strung to a transformer station, from which if the figure I got is right a roughly 6KV line will head to No. 1 plant, through it and to No. 2 plant. It looks to me like they really want emergency cooling and I&C back on the No. 2 plant. Here is the diagram shown at the press conference; it's an overhead view of the plant area that I've marked up to show what's going on and what's where.
