TEPCO has released the exact detail we were looking for vis a vis Daiichi No. 2; reportedly at 1:25 PM or thereabouts local time on the 14th, the No. 2 plant experienced a failure of its RCIC system (Reactor Core Isolation Cooling) which had been in operation providing core cooling. This was reported to the government as a matter of course.
